"When an offence is committed, it is not guaranteed that it should lead to arrest. Abuse doesn't always lead to a criminal offence," Aman Lekhi, senior Supreme Court advocate, said when asked whether the charges against the Congress leader Pawan Khera which led to his arrest were justified.
