"The Pulwama (attack) was plotted by Jaish-e-Mohammed in Afghanistan in a series of compounds, where they had taken up occupation alongside Al Qaeda. If that kind of amalgamation exists in Afghanistan, and cannot be routed, there certainly will be fear in Pakistan, India and in the West," says Adrian Levy, author and journalist.
