More than two months after the government imposed a communications blackout in Jammu and Kashmir before revoking its decades-old special privileges granted to the state under the constitution, postpaid mobile connections will be restored on Monday. "All postpaid mobile phones will be restored from noon Monday," Jammu and Kashmir Principal Secretary Rohit Kansal said at a news briefing on Saturday.
