A series of new opinion polls shows the Liberals, led by an as-yet-undecided leader, are now neck and neck with their Conservative rivals, despite a crushing 26-point deficit just six weeks ago.   A storm of controversy is brewing in the snowcapped mountain kingdom Tibet over China's controversial boarding schools, with mounting global calls for an investigation into what critics are calling a "cultural genocide." At the heart of this uproar is a systematic effort to erase Tibetan identity through the forced indoctrination of children. Additionally, as tensions rise over Tibet's spiritual future, China's attempts to control the next Dalai Lama are being met with fierce resistance from the global community.   Over in Afghanistan, Beijing's surveillance technology has made its way into the capital, Kabul, where the Taliban is overseeing an ambitious CCTV network to monitor daily life. With a staggering 90,000 cameras in operation, concerns are growing over human rights abuses and the troubling potential for foreign surveillance influence, particularly from China.
