Bihar floods: Poor disaster management
Another year, another flood in Bihar. And an administration completely at sea. Lost in this finger pointing is why two million people have been left to the mercy of a river which has changed its course after 200 years. It was to avoid disasters like this that in 2005, the Centre had set up a disaster management commission headed by the Prime Minister.
