The Congress and Bharatiya Janata Party (BJP) were running neck-and-neck as results poured in for the 70-member Uttarakhand assembly. In a major embarrassment for the BJP, Chief Minister BC Khanduri lost the Kotdwar seat to SS Negi of the Congress.
