Blackouts exposed lack of reform: Arvind Panagariya
The power blackout in July was the largest ever and affected around 670 million people. On the other hand, nearly 300 million people don't have access to the power on a daily basis. Arvind Panagariya, professor of economics at Columbia University, speaks on the issues in India's power sector.
