Finance Minister Nirmala Sitharaman has reached the Parliament and will present a paperless budget - for the second time in a row - shortly. She was seen carrying a tablet in a red sleeve.
The Budget comes days before elections in Uttar Pradesh and four other states, raising expectations of amped-up rural and agriculture spending.
