In Uttar Pradesh's Badaun District, there is yet another case of police apathy. A villager whose teenage sister was kidnapped a month ago, went to the police to file an FIR. The cop told him to get a written complaint - when the man said he couldn't read or write, the cop said, "I cannot help, go away". The incident was caught on camera.
