CBI remains a 'caged parrot'?

After it was accused by the Supreme Court of turning the country's top investigating body into a parrot of the state, the government on Wednesday submitted a 41-page proposal on how to free the CBI of political control. However, a look at the details of the proposal might suggest that although the parrot might be uncaged, its wings are still clipped.
