China, the main spoiler
China has joined countries like Ireland, New Zealand and Austria in holding out against the waiver and in fact could now be leading the dissent. All this time, China has remained non-committal on supporting India at the NSG, possibly waiting to gauge the extent of opposition to the India waiver before joining the voices.
