The Congress's internal elections had recently come under intense scrutiny after a group of Congress leaders have pushed for transparency and a level playing field. Recent reports that the Congress has informally asked all its state units to pass resolutions authorising the Congress President to decide who will head the state units, and to nominate the powerful members of the All India Congress committee has only added to these concerns. At least three states confirmed to NDTV that they had been asked to pass such a resolution.
