Did the Oil Ministry bend rules to favour Reliance?

A draft report by the Comptroller and Auditor General on the allocation of 3 flagship oil-and-gas exploration sites has raised serious questions about violations by private operators and the losses to the exchequer. But the CAG report raises questions over the role of top petroleum ministry officials who could have helped the operators violate the law.
