Does India need a tougher anti-terror law?

As the Government struggles to find out who was behind the attack in the National Capital, several terror strikes remain unsolved. From the German Bakery blast in Pune to Mumbai's serial blasts in July, there isn't a clue so far. Hundereds of families are still haunted by these senselense acts of terror that have taken away their loved ones, but the people behind these crimes continue to be out of the law's reach. Therefore, the question surfaces yet again -- does India need a tougher anti-terror law?
