Former Finance Minister P Chidambaram said he doesn't see an outlay for the health scheme anywhere in the Budget, also adding in the last four years, the state of the farmer hasn't improved one bit and the Economic Survey admits this. "I don't see anything in the Budget that will increase real income of farmers immediately. I also don't see how they will double farm income by 2022 when it has remained stagnant for four years," Mr Chidambaram said.
