Drink more, get freebies?
Andhra Pradesh had prohibition not so long ago now it's the opposite. There is a massive drive with ad campaigns and freebies to get people to liquor shops. The owners of liquor licenses paid so much that unless they sell they will go bust and turn to drinking themselves maybe.
