Rahul Gandhi told NDTV's Ravish Kumar that while he will not comment on the Election Commission's responsibilities, he feels the election panel's role is not fair. "I can clearly see the election phases have been designed to help Narendra Modi. The states where BJP had to campaign last, those elections have been held later," Mr Gandhi said.
