Former Law Minister and architect of lateral recruitment Veerappa Moily spoke exclusively to NDTV's Marya Shakil. Batting for the setting up of a transparent lateral entry system, he said UPSC is not the competent authority for high-level lateral recruitments. Mr Moily suggested the setting up of an alternative authority.
