While two women were paraded and sexually assaulted in Manipur on May 4, the FIR was registered days later on May 18. The Manipur Police said it received the complaint after 15 days, which delated the FIR. But former Additional Solicitor General of India Pinky Anand said the police should've taken suo moto cognizance instead of waiting for the complaint. She said: 'The minute there is knowledge for a crime such as rape, the police is bound to take notice of it."
