When asked whether the statistics indicate that a clean chit has been given to the Uttar Pradesh police to use guns as a means of delivering justice, former Director General of Police in Uttar Pradesh, Mr Prakash Singh, said that "it is up to those who don't believe the police's claim to challenge them on it that they're following every procedure set out by the National Human Rights Commission and Supreme Court."
