Handwara youth was fired at as he didn't stop: Army Chief

A few days ago, a young man was shot dead by the army in Handwara (J&K). The incident was strongly condemned and the army lodged its regrets. Speaking to NDTV, the Army Chief General VK Singh explained that while an inquiry has been ordered into the incident, the youth was fired at because he didn't stop when he was told to.
