Has political polarisation damaged Parliamentary institutions?

There was chaos and drama today, as Murli Manohar Joshi was not allowed by the Congress to table his report on the 2G scam at Parliament's Public Accounts Committee (PAC) - of which he is the chairman. The Congress says the issue is now before the Joint Parliamentary Committee and doesn’t need to be taken up by the PAC. MM Joshi is now seeking the views of constitutional experts, but in this whole mess, the credibility of the institution of the PAC has taken a huge hit.
