The Israeli military has stated that an operational misunderstanding led to the killing of 14 emergency workers in southern Gaza last month. An inquiry into the incident by the IDF found a series of failures. It noted that the killing of a UN worker shortly afterwards constituted a breach of orders during a combat situation. The 14 emergency workers and the UN worker were killed when a convoy of Palestinian Red Crescent Society ambulances, a UN vehicle, and a fire truck from Gaza's Civil Defense came under fire near Rafah on March 23rd.
