"It has been a pattern for the last 25-30 years, but it has become brazen in the last few years. Fifteen bills are pending. The governor is not even rejecting them. He knows the assembly will send it back to him and he will have to sign. Why has he been sitting on these bills? If this is not unconstitutional, then what is?"
