If you are in Rajasthan and want to do anything from registries to a power of attorney agreement, in fact anything that requires a stamp paper and a notary, you have to pay a 10 per cent surcharge, for believe it or not the conservation and propagation of cows. There have been various reactions to this move - while some are happy, most people have been left wondering, are there no other priorities before the government.
