A 14-year-old girl and her three year old brother died allegedly of starvation in Varanasi, while their helpless mother watched. Extremely poor, she could do little to save them and now worries for her three surviving children. Even as India debates the pros and cons of UPA's ambitious food security bill, the big question remains, will the welfare scheme actually reach the right beneficiaries? And if it does, can it prevent another hunger death?
