Across rural India, the Below-Poverty-Line (BPL) card has become one of the most valued possession, as state after state links a host of benefits, like free food grains, pucca houses and free medicines to it. As the Government considers replacing the dysfunctional Public Distribution System (PDS) with cash transfers, activists are now pushing for near universal coverage under the Food Security Bill.
