India Matters: The Welfare State
The Constitution establishes a welfare state. In this spirit, several programmes and schemes have been designed for women, children, Dalits, tribals, minorities, unorganised workers and the differently abled. But many of the schemes for the poor are poorly targetted. The question is how to resolve these challenges. Without an end-to-end design for delivery of public schemes, lakhs of poor will be left behind.
