India refuses cap on nuclear tests
As India and the United States thrash out details of a landmark civilian nuclear agreement between them, differences remain. In an interview to NDTV, Foreign Secretary Shyam Saran said India has made it clear it will not accept a controversial clause that seeks to put a cap on nuclear testing by New Delhi.
