Intelligence across states in shambles
Despite several warnings and being on the radar of terrorists since the 2002 riots, the Gujarat state intelligence wing has less than half the sanctioned numbers. No doubt, Gujarat was clueless about the locals who provided terrorists with safe houses, telephones and getaways for this strike.
