Is there a governance paralysis?

With a few months left for the general election, it seems that nothing is moving in the corridors of power. Bureaucrats are not signing files, decisions are kept in perpetual delay by politicians and honest officers, who want to make a difference, are finding it very difficult to continue with their responsibility without attracting the ire of their political bosses. Why is there such a logjam? Is it due to the hyper-activity of the media, judiciary and anti-corruption agencies? What should honest people do to get their job done without paying a bribe? Is there a way to end this logjam?
