A very serious accusation was made during the course of the Gujarat elections that there was a systematic effort being made to undermine institutions. That is by itself not necessarily entirely new - you've heard about CBI being a 'caged parrot' for decades. More recently, the same charge is being made about the Enforcement Directorate, about the Income Tax Department, about other enforcement wings of the government, that they are all acting at the behest of the government to target political rivals. What is unusual is that the Election Commission was brought into it and a specific allegation was made by the Congress party saying that the Election Commission has played a biased role in the Gujarat elections and that a serious charge.
