Despite the frostiness in India-Pakistan ties, the government's flagship cultural body the Indian Council of Cultural Relations has sponsored the airfares of four Indian authors to attend the Karachi Literature Festival. The ICCR says it was at the request of the Indian High Commission. On The Buck Stops Here, we debate: can diplomatic hardball and cultural handshakes co-exist? Or will cultural ties blunt the diplomatic offensive to globally isolate Pakistan?
