Kerala bemoans a Gulf of low returns
The largest number of workers, who go to the Gulf from India, are undoubtedly from Kerala.The long queue is a constant at this office in Kochi. For three years now about 200 people come here everyday to get their documents attested. This is the Department of Non Resident Keralites Affairs or NORKA, with three branches across the state.
