Kerala: Bill proposes 2-child norm, kicks up a storm
A draft bill prepared by the state-appointed Commission on Rights and Welfare of Women and Children proposes three-month jail term or a fine of Rs 10,000 for those who have more than two children. The suggestion has kicked up a major storm and has the minorities up in arms.
