Yesterday was the 20th anniversary of Manmohan Singh's momentous 1991 budget that ushered in liberalisation in India - 20 years in which India has gone from having two weeks of foreign exchange reserves to pay for food and fuel imports to becoming one of the world's fastest growing major economies. But there has been absolutely no effort on the part of this government to mark this moment.
