Lokpal is an idea whose time has come: Shashi Tharoor
Congress MP Shashi Tharoor lauded what he called a statesman-like speech by Prime Minister Manmohan Singh on the Lokpal Bill in Parliament. Tharoor also said that the Lokpal Bill was an idea whose time had come but cautioned that too draconian a bill would terrify honest bureaucrats.
