In what could perhaps re-ignite the debate over whether caste quotas are justified in higher education, the Vice-Chancellor of the Chatrapati Sahuji Maharaj Medical College in Lucknow has recommended that SC/ST students, who have been failing their supplementary exams, be promoted to the next year.
