Madhya Pradesh Chief Minister Shivraj Singh Chouhan had repeatedly said those behind the violence at the farmers' protests were criminals, and his government would punish them. Then the police shot dead five farmers in Mandsaur. Six days after the shooting, it is unclear what action the state government plans to take against the people who pulled the trigger. A judicial commission that Mr Chouhan announced on the day of the killings was formally constituted today, with a retired Judge as its head. If the government was serious about ensuring justice, the first thing it should have done was register a First Information Report or FIR into the killing of the farmers. The investigation should have started immediately after the FIR. But NDTV found there is no such plan. Though at least 46 FIRs have been filed into the violence in Mandsaur, not a single FIR is against the police.
