The teenage driver of the Mercedes that killed a man in Delhi and his father have now been charged with culpable homicide not amounting to murder. If proven - it carries a maximum sentence of 10 years in jail. This, after it came to light that the boy who was allegedly behind the wheel is a repeat offender. According to Delhi Traffic Police, instances of underage driving were up 14 times in 2015. Should parents be held responsible?
