Ghulam Rasool Wani made Jammu his home 15 years ago when he was attacked by the militants and forced to leave the Kashmir Valley. Since then, it has been a struggle for Mr Wani to register himself as a migrant. He has made several trips to the commissioner's office after the state government allowed fresh registration of migrants a few months ago. There has been a sudden spike in the applications at the commissioner's office, mostly from Muslims who say they fear for their lives after unrest of 2016 following the death of Hizbul Mujahideen terrorist Burhan Wani.
