"I'm not so concerned about the costs at the moment, I'm concerned about the content of the policy that the University Grants Commission (UGC) has bought into. I think it should come in as legislation rather than as a UGC policy," said Najeeb Jung, former Vice Chancellor Jamia Millia Islamia.
