Maharashtra Health Minister Rajesh Tope said Mumbai is conducting 5,000 tests per million, which is the highest in the country. "Our motto is 'hope for the best, but prepare for the worst' and we want to ensure we are prepared even if there is a spike in numbers," Mr Tope said.
