One would be naive to think that a tougher anti-rape law would bring an end to horrific violence against women, but after all those campaigns, after all those protests, there is a sense of helplessness as little seems to have changed from December last year when a 23-year-old medical student was brutally gang-raped by six men in a moving bus in Delhi. What was then seen to be a problem with India's capital city now appears to be a serious national problem.
