One cop and three passengers were shot dead by railways constable Chetan Singh on Mumbai-Jaipur Express on July 31. Was Chetan Singh mentally disturbed? If so, why was he handed an assault rifle? Was it a targetted killing or an aberration? The incident resulted in an outcry from the opposition but doctors' prescriptions and his behvaiour indicate it was the work of a disturbed mind.
