New Foreign Funds Bill: Another Blow To Not-For-Profit Sector?
The Foreign Contribution (Regulation) Amendment (FCRA) Bill, 2020 is the law which provides the framework for organisations in India to receive and utilise grants from foreign sources. This primarily affects non-governmental organisations (NGO) in the country. Governments have argued that the receipt and use of foreign grant funds need to be regulated to ensure that they are not used to hurt the national interest. The latest amendment Bill seeks to ban the inter-NGO transfer of foreign funds.
