The "odd-even" rule will come into effect in Delhi from November 4 and extend till November 15, Chief Minister Arvind Kejrwal told reporters today, adding that there would be no surge pricing during that period. The Chief Minister, who has faced heavy criticism from the opposition for having failed to control pollution levels in the national capital, said he hoped the programme would be as successful as it was last time. He credited the people of Delhi with its success, saying that it was successful not because thousands of fines were levied but because people understood the importance of the programme.
