Penalty likely for flying in visa-less passengers

According to a new proposal, foreign airlines operating into India may have to pay a fine for flying in passengers who don't have documents such as a valid visa. Amidst frequent airport alerts and security scares comes a novel proposal to introduce carrier liability for international airlines.
