Cabinet reshuffle means chance of policy change: Surjit Bhalla
Expert Surjit Bhalla says that the appointment of either Prime Minister Manmohan Singh or finance minister Pranab Mukherjee as the president means that there will be a cabinet reshuffle, which might result in some movement as far as policy change is concerned.
