Journalists would say that Muzaffarnagar was a tinder box waiting to happen. The Home Ministry said that it had issued prior warnings to the Uttar Pradesh government on possibility of communal riots. So why were the riots allowed to happen? Did political parties deliberately stoke the religious sentiments? Did the administration remain sidelined while the mayhem continued?
